"IndustrialRepairman1 is right, the included steel plugs are not sealed well, even tightening them won't do.
I was able to make this manifold useful by replacing the steel plugs with brass 1/4" MIP plugs and using heavy duty teflon tape on all fittings. Otherwise you will have leaks."
